Coaching Centres New Rules and Regulations

Children below 16 years of age will not be able to enroll in coaching:- Coaching institutes in the country will no longer be able to admit children below 16 years of age. Enrollment in coaching can be done only after the secondary (10th class) examination. Along with this, students will study only for a maximum of five hours in a day in coaching. This time will neither be very early in the morning, nor late in the evening or at night.

Children below 16 years are not allowed admission in coaching.The Union Education Ministry has issued these guidelines after complaints received regarding increasing cases of student suicide, fire incidents, lack of facilities and their teaching methodology. Issued after complaints. The ministry said, coaching institutes will not be able to hire teachers with qualifications less than graduation. They will not be able to give misleading promises, guarantee of rank or good marks to the parents for enrolling their children. Coaching will not be able to make any direct or indirect claims about its quality, facilities or the results of its students.

Education Ministry’s guidelines for coaching institutes

Without a system of following these rules, institutions will not be able to be registered. The ministry said, its objective is to meet the need for a legal framework to regulate coaching institutes and to stop their increasing number. According to the guidelines, all state governments will be responsible for monitoring the activities of the coaching institute. Competent officials will regularly monitor the coaching centre. They will also be able to inquire from the coaching centre. Annual report will have to be shown on demand.

Coaching will not run during school hours, teachers will have to be appointed in proportion to students.

  • Students and teachers will have to give one day weekly leave. There will be no test the next day. Holidays during major festivals should be fixed in such a way that children can stay with the family.
  • Coaching can start only after registration. Existing coaching will have to be registered for registration within three months.
  • If an institution has many branches then all will be separate units.
  • Registration will not take place if students do not have the necessary space and resources. There should be a minimum of 1 square meter of space per student.
  • All registered students will have to provide notes and study material without any extra fee.
  • The fee for any one course cannot be increased after taking it.
  • Wherever necessary, CCTV cameras should be installed in coaching.
  • Coaching will not take place during school hours. This is to avoid dummy schools.
  • The ratio of students and teachers has to be kept correct.
  • Apart from engineering and medical, other options will have to be mentioned.
  • The test results of the students will not be made public.

Coaching will be conducted only at the registered place.

  • 1 lakh fine for violating rules
  • For violating the conditions, a fine of Rs 25 thousand will be imposed for the first time and Rs 1 lakh for the second time. The registration will be canceled in case of third violation.
  • If the student leaves the course midway, the remaining fees will have to be returned.
  • Coaching cannot employ a teacher or person who has been convicted of a crime involving ethical misconduct.
  • There will be details of teachers’ qualifications, curriculum/syllabus, duration, hostel facilities and fees on their website.
  • Intervention mechanisms have to be put in place for students to deal with stress.
  • Fees should be transparent and logical. Every child should be given a receipt for fees. If the student leaves the course midway, the fees for the remaining period should be refunded.
